Al-Waaqia • EN-TAFSIR-IBN-ABBAS
﴿ لَّا مَقْطُوعَةٍۢ وَلَا مَمْنُوعَةٍۢ ﴾
“never-failing and never out of reach.”
(Neither out of reach) such that they are available sometimes and unavailable at other times (nor yet forbidden) from when they look at it,
